Head of Compliance, International Bank, City of LondonCF10 & CF11 FSA Approval required
Fantastic opportunity to join a leading International Bank in the City. We are looking for a Head of Compliance to advise and support the UK Commercial & Merchant Banking business lines in all matters related to Compliance to ensure that group, business line and local regulatory requirements are fully adhered to.
Key Responsibilities:
• To provide a comprehensive Compliance service to the Group across all business lines.
• To provide a supervisory and oversight role for the Compliance function in UK.
• To coordinate for the Compliance function in UK in conflict resolution and incident handling.
• To provide management and the Commercial & Merchant Banking business lines with advice that will enable the business to be undertaken within the strict framework of relevant regulations and group Compliance policies and procedures.
• To identify and facilitate the management of Compliance risk by those responsible for the conduct of the Commercial & Merchant Banking business lines in the UK.
• To keep management and business lines abreast of relevant regulatory requirements and group Compliance policies and procedures that may affect the way the business is undertaken and ensure proper implementation of and adherence to the same.
• To ensure that management and business lines are aware of their responsibilities and obligations in conducting business in conformity with such rules and regulations and group Compliance policies so as to maintain the group’s reputation.
• To set country Compliance policies and standards consistent with guidelines set by group and Commercial & Merchant Banking business lines Compliance and local laws and regulations. Ensure that such policies and standards are implemented, adhered to and maintained.
• To coordinate a team of Compliance Officers across business lines and ensure consistency in establishing procedures across these units and that appropriate controls are in place.
• To report immediately to global Commercial & Merchant Banking / Markets Compliance and local senior management all material and significant breaches or potential breaches of regulations.
• To formalise a regular training programme based on business needs and requirements as well as conduct training / awareness to ensure that management and business are aware of global Compliance requirements, relevant regulations and group practices.
• To maintain good relationship with local regulators and all relevant external parties.
• To prepare and submit relevant reports to regulators and group offices. These would include reports to UKFIU and FSA involving suspicious transactions.
• To liaise with group audit in relation to Compliance matters and ensure timely implementation of all audit recommendations related to Compliance. This includes providing FSA with regular audit trackers for regulatory inspection findings.
• To formalise a regular training programme based on Business needs and requirements as well as conduct training / awareness to ensure that management and business are aware of global Compliance requirements, relevant regulations and group practices.
• To maintain good relationship with local regulators and all relevant external parties.
• To prepare and submit relevant reports to regulators and group offices. These would include reports to UKFIU and FSA involving suspicious transactions.

• To assist Commercial & Merchant Banking business line acceptance of increased risk clients by reviewing and providing advice on the take-on of such clients.
• To sign-off on new products and services of Commercial & Merchant Banking business lines from a Compliance perspective.
• To review, advise and assist in investigations of any complaints.
• To conduct regular reviews of the Commercial & Merchant Banking business lines to ensure adherence to policies, procedures and regulations.
• Responsible for all aspects of the management of Compliance staff including: performance management and objective setting; coaching and mentoring; recruiting and training new staff. Ensuring that workload is distributed appropriately and that adequate cover is in place. Ensure adequate controls and governance are communicated and implemented in all processes.
